National Long-Term Expert based in Kigali, Rwanda
(from January 2017 for 28 months) for GIZ Eco-Emploi Programme

Profile of National Long-Term Expert (LTE) being sought to collaborate with an International LTE and Short-Term Consultants:

The consortium of GlobalCAD, CAPRESE, and CEFE International are looking for a Technical Manager for the Business Development Service (BDS) of GIZ’s Eco-Emploi programme, which has a particular focus on Small- and Medium-Sized Enterprises (SMEs). Assisting the International Long-Term expert, this team has the full responsibility to implement all designated activities.

Qualifications and Skills

• Master Degree, preferably from an international university, in economics, business administration, or comparable studies
• Excellent networking, moderation, resource investigation, and communication skills
• Proficiency in Kinyarwanda, English and French; knowledge of German would be an asset
• Good appreciation of Rwandan culture would be an asset
• Very good working knowledge of MS Office, particularly Word, Excel, Power Point, Outlook>/li>
• Rwanda nationality a distinct advantage

Professional Experience

• 10 years of project management experience, ideally in a Team Leader position in development cooperation
• 10 years of professional experience in Business Development Services (BDS), including knowledge of Nucleus and/or the PREMA approach
• Working experience selected sectors (manufacturing, construction, tourism, creative industries, ICT)
• ? 10 years of experience in advisory services in the field of business development service (BDS), entrepreneurship, SME development; experience working in the context of international cooperation is an asset ? Working experience in selected economic sectors (e.g. tourism, construction) ? Very good knowledge of the Rwandan economy, Eco-Emploi partner institutions (PSF, MINICOM) and the SME environment

Reporting to and supported by a Geneva-area based team, this job is based in KIGALI, RWANDA for 28 months, from January 2017. In this role, you would assist the International Long-Term expert (who functions as the Team Leader on the ground in Kigali) with the implementation of all activities related to Business Development Services (BDS), within an existing Eco-Emploi program of the German International Cooperation (GIZ).

In this role you would::

• Support the Team Leader, involved project-managers and other experts in their technical tasks
• Conduct specific research needed for the project planning or implementation
• Plan, coordinate, and implement activities with respective partners
• Assist in the planning, coordination and management of short-term consultancy missions
• Support national and international short-term consultants and experts of the project to fulfil their tasks during their assignments
• Organize, implement, and moderate seminars, workshops, conferences, etc.
• Document results in each activity undertaken Support Eco-Emploi’s impact monitoring system; regularly update of information concerning the progress of activities
• Observe topics directly related to the Eco-Emploi Program through evaluation by the press, direct dialog, forum participation, public hearings, seminars, etc.

BACKGROUND

Rwanda is one of the smallest states in Africa, poor in natural resources, and is the continent’s most densely-populated country. Its ambitious Vision 2020 Development Strategy seeks to transform the country from a low-income agriculture-based economy to a service-oriented, middle income nation. Ranked 4th in Africa by Transparency International with respect to its fight against corruption, accession to the East African Community has increased the country's economic potential, although it has not yet been possible to take full advantage of the opportunities due to continuing competitiveness challenges, particularly on the part of small- and medium-sized enterprises (SMEs).

Rwanda is a priority country for German bilateral cooperation. Through its technical cooperation Eco-Emploi program, GIZ has been working to foster sustainable employment through skills development, labour market interventions, and private sector development.

During Eco-Emploi’s next phase (January 2017-April 2019), innovative Business Development Services (BDS) are to be established to increase the productivity of the private sector (e.g. in manufacturing, construction, tourism, creative industries), create employment opportunities, and improve the employability of young men and women who are seeking employment or looking for technical and vocational education and training as well as entrepreneurs and their employees. People living with disabilities are also to be addressed in the different working areas.
